(AP/WMOT) &mdash; Teachers and lobbyists would be penalized for defaulting on student loans under legislation headed to the governor for his&nbsp;consideration.</p><p>The measure sponsored by Republican Rep. Charles Sargent of Franklin passed the House 70-24 last week.
